Skill Gear increases the chance a skill is successful during a raid. There are 15 pieces total per faction - one per skill technique.
Artifacts are legendary tier equipment that vary in function and can impact skills or other mechanics during a raid. Each design is unlocked once across all characters by consuming its blueprint (a Command Marks milestone), then any character can craft it from materials.
